New housing development and redevelopment needs to reflect a <br />growing demand for neighborhmod-sty|e patterns that are once again, <br />integrated into the existing fabric ofthe community. <br />Key Planning Considerations <br />Key <br />planning considerations for ensuring <br />quality <br />neighborhoods and housing include: <br />1) <br />Addressing "life cycle" housing needs <br />2% 11% <br />by offering a wider range of housing <br />types and price ranges so that residents <br />can make lifestyle transitions as they <br />age (e.g., from "starter" housing into a <br />larger dwelling to accommodate a <br />family, then into an "empty nester" <br />situation, and finally into a down -sized <br />space and/or "assisted living" or full- <br />time care facility as health conditions <br />2) <br />Encouraging mixed -use, compact, and <br />pedestrian -oriented developments that <br />can serve the "node" function desired <br />by residents and include types of <br />amenities currently absent in La Porte <br />(e.g., walkable residential/commercial mixed use areas). <br />3) <br />Emphasizing neighborhood integrity and <br />protection as both housing <br />structures and streets and other local infrastructure continue to age. <br />4) <br />Using character -based planning and zoning <br />methods, which emphasize <br />quality, compatible development. <br />Based on these planning considerations, the following goals, actions, and <br />initiatives address the specific issues and needs identified during the public <br />participation process (and outlined imChapter 2,Plan Contewf. <br />GOAL 3: Protect the integrity of existing neighborhoods. <br />Neighborhoods are one of La Porte's greatest assets as they Xonn a <br />foundation for a sound quality of life. Strengthening neighborhoods through <br />organization, communication, coordination, and education is a key for <br />maintaining and improving livable neighborhood environments.
