a) Assist developers in their preparation of covenants and restrictions <br />for new development. <br />b) Enawnn private common areas and amenities are adequately <br />maintained imperpetuity. <br />c) Implement neighborhood watch programs; this may he done in <br />coordination with the La Porte Police Department's Police Area <br />Representative (PAR)program. <br />d) Help older communities develop neighborhood plans, which may <br />include elements that vxuu|d normally be required for a housing <br />grant submittal and could, thus, be very effective as a grant <br />administration tool. Such a plan vvmuUd highlight potential <br />development/redevelopment sites, infrastructure improvements, <br />increased buffering (to mitigate such things as noise from increased <br />truck tmfMc),links Loimportant off -site ammenities,etc. <br />e) Establish and facilitate an annual city-wide neighborhood, home- <br />owner, and tenant association meeting to gather input on how to <br />better coordinate efforts and develop <br />partnerships while seeking mutual benefit, <br />4) Expand and promote inc/eased awareness of the <br />[ity's program on traffic calming. This could include <br />notifying the neighborhood, home -owner, and tenant <br />associations about the program, increasing available <br />funding, and expanding the types ufcalming measures <br />available, e.g., speed humps, bu|h'outs, raised cross- <br />walks, chicanes, etc. <br />S) Provide technical planning support for established <br />neighborhoods. Such support could address issues <br />related to open spate preservation, street and <br />sidewalk improvements, traffic onutnn|, crime <br />prevention through environmental design (CPTED),code enforcement ur <br />navigating the available housing programs. <br />GOAL 4: Promote opportunities for neighborhood improvement and <br />housing stock rehabilitation of the housing stock. <br />The community must remain cognizant of its older housing stock as <br />rehabilitation and reinvestment will become increasingly important to the <br />integrity and vitality of neighborhoods, particularly in the older areas around <br />Downtown, as well as in some areas throughout the community. Comments <br />by residents at the public workshops indicated concerns about some of these <br />areas being "not well kept." GuJe enforcement, if done proactively, can do a <br />lot toprevent these areas from further deterioration. <br />Actions and Initiatives <br />1) Encourage redevelopment in target areas through programs that target <br />lots that are abandoned or have recently demolished structures so that <br />those lots are put back onto the market and tax rolls. <br />
