5) The availability offinancial resources should be considered in all phases <br />of planning, acquisition, development, operation, and maintenance of <br />spaces and facilities. <br />6) Public participation is critical to the eventual success of the parks and <br />recreation system and should, therefore, be included inall stages of the <br />process. <br />7) There should be established procedures for acquiring land for future <br />parks and recreation areas and facilities prior todevelopment, <br />8) The design of spaces and facilities should encourage the most efficient <br />utilization of land, accommodate other compatible City services (e.g., <br />libraries, museums, etc.), be constructed inthe most sustainable, highest <br />quality possible, and consider the needs and desires of the intended <br />users, <br />Based on these planning considerations, the following goals, actions, and <br />initiatives address the specific issues and needs identified during the public <br />participation process and the above analysis. <br />GOAL 8: Ensure all existing and future parks and recreational <br />facilities are maintained to an equivalent standard of quality and <br />excellence. <br />One of the topics that were discussed during the public participation process <br />was related to inequalities in the quality and condition of existing parks <br />within the City. New parks (e.g.. Pecan Park) and improvements (e.g, the <br />memspnaygmownd/p|aygnoumd at Bmnokg|en Park) created a higher standard <br />than now exists atsome other existing parks. <br />Actions and Initiatives <br />1) <br />Establish aforndbed parks -to -standards program to ensure <br />all parks are brought up to, and maintained in, an equivalent <br />quality standard. This program should include a general <br />maintenance and repair schedule. The priority maintenance <br />tasks include: <br />a) Resurfacing, res hping,orna1gradimgunpavodsurfacesmr <br />parking areas. <br />b) Improving drainage. <br />c) Increasing park accessibility. <br />d) Increasing the amount of signagm and/or repair of <br />existing signage. <br />2) <br />Conduct regular risk management inspections toidentify and <br />schedule repairs, address safety issues, and conduct routine <br />maintenance and dcamimQ, and other necessary <br />improvements to playground and park equipment that is <br />funded byomadequate operating and maintenance budget. <br />3) <br />Use the National Program and Playground Safety guidelines <br />and/or the United States Consumer Products Safety <br />
