Individual <br />thoroughfare improvements may be constructed by a variety of <br />implementing agencies, including the City, Harris County, and /or TOOT, as <br />well as private developers and land owners for sections of roadways located <br />within or adjacent to their property. Road construction can be implemented <br />by individual entities or in partnership. <br />The City, county, and TOOT, as well as residents, land owners, and <br />subdividers, can utilize the Thoroughfare Plan in making decisions relating to <br />planning, coordination, and programming of future development and <br />transportation improvements. Review of preliminary and final plats for <br />proposed subdivisions in accordance with the City's development regulations <br />and Public Improvement Criteria Manuals (PICMs) should include <br />consideration of compliance with the Thoroughfare Plan in order to ensure <br />consistency and availability of sufficient rights -of -way for the general <br />roadway alignments shown on the plan. It is particularly important to <br />provide for continuous roadways and through connections between <br />developments to ensure mobility. By identifying thoroughfare locations <br />where rights -of -way are needed, land owners and subdividers can consider <br />the roadways in their subdivision planning, dedication of public rights -of- <br />way, and provision of setbacks for new buildings, utility lines, and other <br />improvements located along the right -of -way for existing or planned <br />thoroughfares. <br />A CO1v1MUNITYVISION FOR LA 1'ORTE TE AS _2010 UPDATE <br />
