ix. 10.00 Fees and Charges <br />The fee schedule should be pulled from this ordinance and combined with other <br />city fees in a consolidated fee ordinance that can be readily revised on an <br />annual basis or as needed. <br />x. 12.00 Open Space and Park Dedication <br />State laws regarding park dedication requirements have been updated <br />subsequent to 1985 when the Development Ordinance was adopted. This <br />section should be reviewed for conformance with current law. Additionally, the <br />fee in lieu of dedication should be removed from this section and combined <br />with other fees for easier updating as needed. <br />3. Other Code Recommendations: <br />i. Industrial District water and sewer agreements are calculated based on number <br />of employees — Need an alternate method because the number of employees is <br />often not known at the time the agreements are prepared, particularly in the <br />case of companies starting new operations within the City. <br />ii. Comprehensive Plan sidewalk requirements: Develop a specific list of streets to <br />which the sidewalk requirements apply and corresponding sidewalk criteria; <br />place these requirements in the Development Ordinance. <br />iii. Resolve questions about whether or not fill dirt permits should be required for <br />projects involving fewer than five loads. <br />iv. Establishing minimum finished floor elevations for infill development in the <br />floodplain could be accomplished with a pier and beam requirement rather than <br />by utilizing dirt fill to minimize the perception of run-off impacts on neighboring <br />properties. <br />v. Several focus group members suggested the removal of the requirement for <br />gates on dumpster enclosures as being impractical ineffective. <br />vi. Staff has compiled a list of proposed ordinance updates based on recent <br />experiences. This list should be presented to the Commission for review and <br />recommendation to City Council. <br />lll. Conclusion <br />The consulting team believes implementation of these recommendations will move the City toward its <br />goals of improving the customer service responsiveness, efficiency, and effectiveness.
