SubpartBLANDUSEREGULATIONS <br />Chapter106ZONING <br />ARTICLEIII.DISTRICTS <br />DIVISION2.RESIDENTIALDISTRICTREGULATIONS <br />SubdivisionI.Generally <br />(2)Standards: <br />a.Minimumwidthofplantingstrip:Fourfeet. <br />b.Aplantingplanspecifyingthelocationandspeciesoftreestobeplantedaswellasthe <br />typeofgrassorgroundcovertobeutilizedshallbesubmittedforapprovalbythedirector <br />orhisdulyauthorizedrepresentative. <br />(32)Screeningwillberequiredinthefollowingsituations: <br />a.Parkingareasforrecreationalbuildings,communitycenters,religious,multifamilyover <br />four,andprivateandpubliceducationalinstitutions. <br />b.Manufacturedhousingparksandsubdivisionsscreenedfromabuttinguses. <br />Requiredscreeningwillcounttowardtherequiredpercentageoflandscaping. <br />(43) <br />(5)Requiredlandscapingmustbemaintainedbythepropertyownerand/oroccupant. <br />(b)Trafficcontrol.Thetrafficgeneratedbyauseshallbechannelizedandcontrolledinamannerthat <br />willavoidcongestiononpublicstreets,safetyhazards,orexcessivetrafficthroughlowdensity <br />residentialareas.Thetrafficgeneratedwillnotraisetrafficvolumesbeyondthecapacityofthe <br />surroundingstreets.Vehicularaccesspointsshallbelimited,shallcreateaminimumofconflictwith <br />throughtrafficmovements,andshallbesubjecttotheapprovalofthedirector.Theproposed <br />developmentshouldbeadequatelyservedbyacollectororarterialstreetwithoutcirculating <br />throughlowdensityresidentialusesordistrictsinthefollowingcases: <br />(1)Juniororseniorhighschool,juniorcollegesandtechnicalinstitutes. <br />(2)Manufacturedhousingsubdivisionsandmanufacturedhousingparks. <br />(c)Compatibilitywithsurroundingarea.Thearchitecturalappearanceandfunctionalplanofthe <br />building(s)andsiteshallreflectthebuildingcharacteroftheareaandshallnotbesodissimilarto <br />theexistingbuildingsorareaastocauseimpairmentinpropertyvaluesorconstituteablighting <br />influencewithinareasonabledistanceofthedevelopment.Theproposeddevelopmentistobe <br />compatiblewiththeexistingandplanneduseoftheareaandconflictsarenottobecreated <br />betweentheproposeduseandexistingandintendedfutureuseofthesurroundingarea. <br />(d)Requiredlicenseobtained.Allnecessarygovernmentalpermitsandlicensesaresecuredwith <br />evidenceofsuchplacedonrecordwiththecity. <br />(e)Compatiblealterationsandadequateparking.AdequateparkingasrequiredbyarticleVIofthis <br />chaptermustbeprovidedonthelotandnotwithinanyunpavedrequiredfrontyard.Anyexterior <br />alterationsmustbecompatiblewiththeexistingstructure,andthesurroundingneighborhood. <br />(f)Manufacturedhousingcriteria(manufacturedhousingparksonly).Apreliminarycertifiedsiteplan <br />mustbesubmittedsimultaneouslywiththesubmissionsrequiredinthemobilehomepark <br />ordinanceofthecityandthecitydevelopmentordinancethatillustratescompliancewiththe <br />following: <br />LaPorte,Texas,CodeofOrdinancesPage84 <br /> <br />
