SubpartBLANDUSEREGULATIONS <br />Chapter106ZONING <br />ARTICLEII.ADMINISTRATION <br />DIVISION2.BOARDSANDCOMMISSIONS <br />SubdivisionII.PlanningandZoningCommission <br />jurisdiction of the city and to approve all plans, plats, or replats of additions within the city limits, <br />or with the extraterritorial jurisdiction of the city. <br />(9) To recommend to the city council the approval or rejection of subdivisions or developments in <br />accordance with the subdivision ordinances of the city. <br />(10) To make rules, regulations and bylaws for its own government which shall conform as nearly as <br />possible with those governing the city council, and such rules, regulations and bylaws shall be <br />subject to approval by the city council. Such bylaws shall include, among other items, provisions <br />for: <br />a. Regular and special meetings open to the public; <br />b. Records of its proceedings to be open for inspection by the public; <br />c. Reports to the city council and to the public, from time to time and annually; and <br />d. The holding of public hearings on its recommendations. <br />(11) To recommend any change or modification to the city council which shall have the right to adopt <br />by ordinance any recommended change. <br />(Code 1970, § 2-22) <br />Sec. 106-65. Review of chapter. <br />The planning and zoning commission is to conduct a regular comprehensive review of this chapter, <br />together with the development ordinance of the city, the first review being six months from the date of <br />adoption of this chapter, the second 12 months from the date of adoption, and thereafter an annual <br />th <br />review by June 30 to determine whether the chapter has become deficient, obsolete, and inadequate for <br />any reason including the following: <br />(1) Defects in the original text. <br />(2) Defects in the zoning map. <br />(3) Deficiencies created by improper or lax administration and subsequent amendments to the <br />original ordinance which are inconsistent, conflicting or ambiguous. <br />(4) Inconsistency with state statutes or judicial decisions. <br />Sec. 106-66. Hearing. <br />(a) The planning and zoning commission is to hear requests for proposed changes in classification filed <br />by any interested party when such request is made in writing and accompanied by a filing fee. <br />(b) All hearings on requests for amendments, changes in classification and review as set out in <br />subsection (a) of this section shall be public hearings and shall conform to the notice requirements of <br />V.T.C.A., Local Government Code § 211.007 and shall be conducted within 30 days after receipt of <br />the request. <br />LaPorte,Texas,CodeofOrdinancesPage23 <br /> <br />
