Fairmont Parkway <br />La Porte, TX 77571 <br />Re: 1241 Underwood Road Rezoning <br />On behalf of APTIM Facilities Incorporated (the current property owner) and Clark Freight Lines Incorporated <br />(the prospective buyer), I request a zoning change for the property located at 1241 Underwood Road. Current <br />zoning is "General Commercial" and "Large Lot Residential"; proposed zoning is "Planned Unit Development". I <br />am also requesting a Special Conditional Use Permit for the subject tract that would permit a trucking facility. <br />Development near the subject tract along Underwood Road can generally be described as light industrial and <br />commercial. The subject tract is bounded by undeveloped land to the north, commercial development to the <br />south, and large lot residential to the east. The site itself has been used as a pipe fabrication facility with <br />associated trucking since the mid-1970's. In recent years the property was downzoned to "General Commercial" <br />on the frontage (the western 700' of the tract) and "Large Lot Residential" to the rear (the eastern 1,200' of the <br />tract). <br />Clark Freight Lines Incorporated is a locally owned business based in La Porte, and the owner, David Schnautz, <br />is a La Porte citizen who resides nearby. Clark Freight Lines would like to purchase the property for use as a <br />trucking facility. However, a trucking facility is not an approved land use within either the "General Commercial" <br />or "Large Lot Residential" zones. Despite the current zoning which would prohibit this change from occurring, a <br />trucking land use would be appropriate as the current site is already used for light industrial purposes and no <br />significant site plan changes are being proposed. Additionally, the City has designated Underwood Road as a <br />"high frequency truck route". <br />In summary, our proposal is to 1) change the zoning for the subject tract to "Planned Unit Development" with a <br />base zoning of "General Commercial", and 2) request a Special Conditional Use Permit to allow for "Trucking" <br />(NAICS Subsector Code 484) as a permitted land use within the new Planned Unit Development. <br />If there are any questions at all, please feel free to contact me. <br />Regards, <br />r <br />Brad Sweitzer, AICP, PLA <br />Senior Planner <br />
