SIDEWALK REPLACEMENT PROGRAM <br />Report to City Council September 22, 2001 <br />Prepared By: Douglas K. Kneupper, P.E. — Director of Planning <br />Background — The annual sidewalk replacement program began as a Capital <br />Improvement Project during the '94-'95 fiscal year. The methodology that was <br />established replaced the worst sidewalks first. However, the program ensured that all <br />parts of the City were considered each year. As shown on the attached exhibit, all areas <br />of the City have had some level of sidewalk replacement. <br />Replacement Criteria — In a memorandum from Steve Gillett to Robert T. Herrera, <br />dated October 31, 1994, the sidewalk replacement criteria that is currently used was <br />established. The criteria is as follows: <br />• • Differential settlement or displacement that causes an elevation difference at the <br />joint to exceed one -inch. <br />• Severely broken or cracked sidewalk sections that are in more than three pieces <br />between joints. <br />• Sidewalk sections that have been displaced vertically by manholes, water valve <br />boxes, etc. <br />• Sidewalk sections that continually pond water due to settlement. <br />• Any combination of the above, or other problems that present a hazard to <br />pedestrians. <br />In addition to the aforementioned sidewalk replacement criteria, there are also <br />considerations given to the installation of ramps, replacing sidewalks through driveway <br />areas, and providing short segments on in -fill sidewalks. <br />When any of the above replacement criteria exists at a street intersection, an accessible <br />ramp is installed. In certain instances, a citizen may demonstrate a special need for a <br />continuous accessible route. These requests for additional ramps are usually fulfilled. <br />Driveways sometimes exhibit problems similar to sidewalks. The sidewalk portion of a <br />driveway is only replaced if replacement does not make the situation with the driveway <br />worse. Where deteriorated driveways exist, the homeowner is encouraged to participated <br />with the City's contractor to remedy any driveway problems. <br />• Sort segments of new sidewalks are installed in areas where the completion of a <br />pedestrian route is needed, or where it appears a segment of sidewalk was inadvertently <br />10.1 <br />
