General Statement of Purpose and Policy <br />~_.~ <br />The City Ol( Friendswood is c~mmitted to the promotion of quality <br />development\n:att-p-A.rts_of th-ecify and to an ongoing improvement of the <br />quality of life for its citizens. The City has previously developed economic <br />development programs and incentives designed to encourage expansion and <br />relocation of businesses in the city. Now the City seeks to enhance its <br />economic development efforts to stimulate commercial activity and to attract <br />quality development by establishing these Chapter 380 Economic <br />Development Program Policies and Procedures. <br /> <br />. <br /> <br />These Policies and Procedures are established in an effort to develop and <br />expand the local economy by promoting and encouraging development and <br />expansion of businesses and industries that enhance the City's economic <br />base and diversify and expand job opportunities. The ultimate goals and <br />public purposes of programs established hereunder are to stimulate and <br />diversify the local economy, reduce unemployment, and protect and enhance <br />the City's fiscal ability to provide high quality municipal services to <br />Friendswood residents. <br /> <br />In fUliherance of these objectives, the City of Friendswood will, on a case- <br />by-case basis, give consideration to providing economic incentives to <br />business applicants in accordance with these Policies and Procedures as <br />authorized by Chapter 380 of the Texas Local Government Code, as <br />amended from time to time. <br /> <br />. <br /> <br />~/ Nothing in this document is intended to imply or suggest that the City of <br />Friendswood is under any obligation to provide economic incentives to any <br />applicant. ~ aiilIcants--sh~li b~~onsTdered on a case-by-~a5e1>as~:> The <br />decision to approve or deny economic incentives shall be at the discretion of <br />the Friendswood City Council. Each applicant granted economic incentives <br />from the Chapter 380 Economic Development Program (also referred to as <br />Program) under these Policies and Procedures must enter into an agreement <br />wi th the City of Friendswood containing all terms required by these Policies <br />and Procedures and state law, or as deemed necessalY and appropriate by the <br />City Council. <br />
