• 0 <br />LA PORTE MUNICIPAL COURT FACILITY <br />• Brief Summary of Current Court Facili: <br />1976 — Building built to serve as a warehouse. <br />1993 — North side of second story renovated. Municipal Court moved to its current <br />location. <br />April 1999 - City entered into a contract with the Architectural firm of Bud Beets Harden <br />Kolflat Architecture (B2HK) to perform space analysis services for the Police <br />Department and Municipal Court anticipating that the two departments would share a <br />newly constructed justice facility. <br />August 1999 — B2HK presented what was referred to as a "Pre -Design Programming <br />Report" based on information provided to them by Municipal Court Staff. The report <br />suggested a new Municipal Court facility with 2 courtrooms and approximately 10,550 <br />square feet in size. (Copy attached as Exhibit A) <br />July 2000 — The City received preliminary cost estimates on the proposed combined <br />justice facility and decided to proceed in phases, proceeding with the Police Department <br />first. <br />• August 2000 — B2HK presented the City with reports based on a facility "walkthrough" <br />of the current building in July 2000 by a Structural Engineer, a Mechanical Engineer, and <br />a member of their staff knowledgeable about handicapped accessibility guidelines. (Copy <br />attached as Exhibit B) <br />September 2002 — Technology Serving People, Inc. conducted an indoor air quality <br />evaluation of the Municipal Court and Police Building. (Copy attached as Exhibit C) <br />September 2005 — Hurricane Rita missed La Porte yet the Municipal Court sustained <br />several water leaks due to wind related damage to the air conditioning system. Court <br />dockets were rescheduled for one week to allow time to repair the air conditioning system <br />and clean-up after the numerous water leaks (hallway to courtroom, courtroom and <br />offices. (Copies of weather information attached as Exhibit D) <br />January 2006 — Correspondence from Tom Hooker, Wiginton-Hooker-Jeffry Architects <br />suggesting a budgetary figure of $200 per square foot to build a municipal court; and, a <br />current annual escalation rate of 12% to 15% in construction costs. Mr. Hooker's firm <br />recently did the design work for the Baytown Municipal Courts and they are currently <br />designing the Missouri City Municipal Courts. Mr. Hooker also informed me that both of <br />those courts have 2 courtrooms and are approximately 10,500 square feet. (Copies of <br />emails attached as Exhibit E) <br />0 <br />
