Beautification and Conservation <br /> <br />. <br />: Chapter 10 <br />. <br />. <br />. <br />. <br />. <br /> <br />GOAL 10.2: <br /> <br />Improve the aesthetic visual environment of La Porte through <br />enhancement of site design, signage, roadways, parking areas, open <br />space, and landscaping. <br /> <br />OBJ.I0.2a: Enhance the appearance of major thoroughfares and residential <br />streets throughout La Porte. <br />Policy 1: The City should establish standards and guidelines to address the <br />appearance of corridors in La Porte. <br />Action 1: Consider 1he development of corridor enhancement plans for S.H. 225, <br />S.H. 146, Fairmont Parkway, Underwood Road, Spencer Highway, Bay <br />Area Boulevard, Broadway, Main Street, San Jacinto Street and others as <br />determined appropriate and necessary. <br />Action 2: Consider development of enhanced standards of development for public <br />improvements such as bridges, sidewalks, streetlights, traffic signals, and <br />signage. <br />Action 3: Consider amending, for new development, the City's typical cross sections <br />to increase the width of right-of-way on priority corridors to allow <br />increased setbacks and provision of additional open space. <br />Action 4: Utilize marginal access roads to create additional open space adjacent to <br />major thoroughfares. <br />Action 5: Consider landscaping standards and specifications for all classifications of <br />roadways. <br />Action 6: Consider a street tree program along defined enhancement corridors, with <br />sensitivity to utility placement and maintenance concerns. <br />Action 7: Consider a corridor improvement plan and include it in the Capital <br />Improvement Program and Annual Budget, including costs for design, <br />installation, and long-term maintenance. <br /> <br />OBJ.I0.2b: Create gateways to the Oty along major thoroughfares entering the <br />community as weD as en1ering neighborhoods and other defined <br />districts such as shopping areas, parks, and Downtown La Porte. <br />Policy 1: The City should enhance its community character by creating visual <br />interest and defining boundaries of unique areas of the city. <br />Action 1: Consider amending the City's development regulations, as necessary, to <br />require provisions for increased building and parking lot setbacks, open <br />space easements, raised street medians, and traffic calming improvements <br />at entrances to neighborhoods, distinct areas, and special districts. <br />Action 2: Consider amending 1he City's design criteria, as necessary, to incorporate <br />provisions for use of traffic calming techniques at the entrances of <br />neighborhoods, distinct areas, and special districts. <br /> <br />Page 10-4 <br /> <br />. . . . . .. ..... . .. .. .. . . .. .. .... . . . ... . .... . ... . ... ... .. .. .. .. . . ....
