Every contract modification, change' order, or contract price adjustment in excess of <br />25% of the original contract price under a construction contract with the City shall be <br />subject to prior approval by the City Council after receiving a report from the <br />appropriate fiscal officer as to the effect of the contract modification, change order, or <br />contract price adjustment on the total project budget or the total contract budget. <br /> <br />2. Except in case of emergency, alterations in any contract not to exceed 25% of the <br />total contract may be made when authorized by Council upon written <br />recommendation of the City Manager, provided that such alteration is acceptable to <br />the other party to the contract. When such recommended change is for an amount <br />not more than fifteen thousand dollars ($15,000), council may authorize the City <br />Manager to approve such alterations.
