• <br />(8). New Vibration Impacts to Nearby Residences <br />139. Noise is generally defined as loud, unpleasant, unexpected, or undesired sound <br />that disrupts or interferes with normal human activities. <br />140. Noise-induced vibration can occasionally be caused by ship maneuvering. <br />141. The City of Pasadena Municipal Code prohibits any vibration that can be detected <br />without the aid of instruments at any point within a residential building. <br />142. The Bayport DEIS failed to address the potential impacts to nearby residential <br />communities due to vibrations caused by construction and operation of the Bayport Project. <br />143. The Bayport FEIS now includes a new section containing a discussion and <br />analysis of vibration impacts. <br />144. The Bayport FEIS now states that ship maneuvering may occasionally cause <br />noise-induced vibration at residential structures up to 4,600 feet from the Bayport Ship Channel, <br />the effects of which would be perceived as window rattling or wall vibration. <br />145. There are over 5,000 people living within one mile of the proposed Bayport <br />facility. <br />146. The Bayport FEIS now concludes that this noise-induced vibration impact caused <br />by the operations of the proposed Bayport Project is long-term and considered potentially <br />significant depending on the design, condition and orientation of each residential structure. <br />147. Residences located in Shady Oaks and Bay Colony subdivisions to the north, the <br />EI Jardin and Surf Oaks subdivisions to the south, and the subdivisions of the City of Taylor <br />Lake Village to the west are all within the range of this potentially significant noise-induced <br />vibration impact. <br />19. <br />
