On March 28, 1988 the Shoreacres City Council voted unanimously <br />by resolution to oppose this annexation. Our reasons at that time were loss <br />of income from the BMUD Patrol Pact in the amount of $33,QOO.OO,and the <br />possible disbanding of our Fire Department, and it would prevent Shoreacres <br />from ever expanding beyond our present borders. All of these rea~ons were <br />legitimate but frankly they are from a Shoreacres perspective, and as Mayor <br />that is my first obligation-to our citizens. <br /> <br />I think it is fair to conclude because of the utility districts lawful in- <br />ability to tax and other problems associated with the upcoming conversation to <br />surface water, zoning and complete police protection BMUD must join another <br />entity soon to be able to provide all of these required and desired services. <br /> <br />It is our hope that you would consider joining Shoreacres. At present we have <br />many things in common. Some of these are the utilization of the same police, <br />fire and ambulance services. We also use the same sewage treatment facilities. <br />We have excess fresh water capacity in West Shoreacres now that our new well, <br />gro~nd, and elevated storage tanks are operating and the apparent delay of the <br />Gateway Village development. Our sewer systems are approximately the same age <br />and each community has deep environmental concerns. <br /> <br />The judgement by your leadership was sound and sincere when the decision was <br />made to ask LaPorte for annexation. LaPorte would do a fine job in providing <br />and administering your required services, however we believe that Shoreacres <br />could also meet the challenge. It would not be easy for either LaPorte or <br />Shoreacres. It would require a devotion and desire by the leaders and citizens <br />of Shoreacres and Baymud working together toward the resolution of our many <br />common problems. BMUD tax rate would increase and would be the same as <br />Shoreacres. You would certainly have a greater voice into how you were <br />governed and after all is said and done that is what is most important, to <br />control ones' destiny, as much as possible according to majority rule. <br /> <br />.,.. <br /> <br />We would kindly ask you to VGte NO on May 7th and then establish a committee <br />of Citizens and Leaders of Shoreacres and B~ruD to evaluate the possibility of <br />uniting our two communities. <br />
