Directors of departments. <br />At the head of each administrative department there shall <br />be a director, who shall be an officer of the city, and shall <br />have supervision and control of the departments subject to <br />the commission. Two (2) or more departments may be headed <br />by the same individual, and directors. of departments, may <br />also serve as chiefs of divisions. <br />Section 29. Departmental divisions. <br />The work of each administrative department may be' dis- <br />tributed among such divisions thereof as may be established <br />by ordinance. . <br />Article IV. Department of Law <br />Section 30. 'City attorney, appointment. <br />Where shall be a department of law, the head of which 'aha71 <br />be the city attorney, who shall be appointed by the mayor <br />and approved by the commission. <br />Section 31. City attorney, qualifications. <br />The city attorney' shall be a qualified attorney -at -law who <br />is licensed to practice in the State of Texas and meeting the <br />qualifications as set out in Article 1003, of the Revised Civil <br />Statutes of the State of Texas. <br />Section -82. City attorney, powers and duties. <br />The city attorney shall be the chief legal advisor of the <br />•commission, of all offices, departments and agencies and -of <br />all officers and employees in matters relating to their official <br />powers and duties. He shall represent the city in all legal <br />proceedings. It shall be his duty to perform all services <br />incident to his position as may be required by statute, by <br />this charter or by ordinance. <br />Article V. The Budget <br />Section 33. Fiscal year. <br />The fiscal year of the city government shall begin on the <br />first day of October and shall end on the last day of September <br />of each calendar year. Such fiscal year shall also constitute <br />the budget and accounting year. As used in this charter the <br />term "budget year" shall mean the fiscal year for which any <br />particular budget is adopted and in which it is administered. <br />(As amended, August 23, 1969) <br />Section 34. Preparation and submission of budget. <br />The mayor, at least forty-five (45) days prior to the "be- <br />ginning of each budget year, shall submit to the commission <br />a proposed budget and an explanatory budget message in the <br />form and with the contents provided by sections 43 and 45. <br />For such purpose, at such date as 'he shall determine, he, or <br />an officer designated by him ghall obtain from the head of <br />each office, department or agency estimates of revenue and <br />expenditures of that office, department, or agency detailed <br />by organization units and character and object of expenditure, <br />and such other supporting data as he may request. In pre- <br />paring the budget, the mayor shall review the estimates, shall <br />hold hearings thereon and may revise the estimates, as he <br />may deem advisable. <br />
