Box 1115 <br />La Porte, Texas 77571 <br />Dear Mayor Thomas: <br />As you may recall, I sent a letter to you on February 25, 1974, <br />requesting $1,435.00, the proportionate share for your municipality <br />which is needed in order to provide a total local match to the <br />$287,000 grant provided by the Texas Water Quality Board for the <br />preparation of a Regional Water Quality Management Plan. To date, <br />twelve municipalities in the region have responded to the request by <br />allocating $225,000. <br />• At this time, I ask that you and your City Council seriously <br />consider approval of your municipality's share of the funding. <br />Failure to provide the total local share could result in signifi- <br />cant delays in the plan and, hence, approval of applications for <br />funding of sewage treatment facilities. <br />We are currently several months into the project and have <br />accomplished several tasks. As you know, the plan requires the <br />performance of studies relative to existing and projected population <br />and land use, an economic base study, an inventory of. existing muni- <br />cipal and industrial facilities (sewage treatment plants, service <br />areas, major trunk lines, stormwater systems, urban and agricultural <br />point and non-point run-off, solid waste disposal sitos, septic tank <br />areas, and water treatment plant wastes) and a projection of needed <br />facilities and its effect upon water quality. <br />The collection of data is proceeding according to river basins. <br />Information is now complete for the Colorado River basin counties <br />(Colorado, W}iarton, and Matagorda) and is partially finished for <br />the San Jacinto River basin counties (Walker, Montgomery, Ilarris, <br />and Galveston).
