ROGERS - CRESCENT SHORES - VISTA <br />BAYWOOD CONDITIONS - CONTINUED - <br />Mayor Thomas, Chief Freeman and Mr. Askins have had <br />meetings to try and arrive at a solution to the <br />problem. <br />7 <br />Mayor Thomas asked Mr. Askins if he had any suggestions <br />on anything that the City might do from a legal stand <br />point? Mr. Askins was of the opinion that it would <br />be the responsibility of the owners and managers of <br />the property to have rules and regulations for the <br />tenants as part of their lease, and if they are not <br />abided by, then they should lose the privilege of <br />living in the project. The City may have to insist <br />that the owners and managers make and enforce this type <br />of regulation. Mr. Askins discouraged anyone from <br />taking the law into their own hands. <br />There was a brief discussion regarding the possibility <br />of a No Trespassing Ordinance which would provide a <br />fine; if there are none existing, one could be drawn. <br />There was a brief discussion regarding the effect of <br />this type ordinance on a juvenile. It was determined <br />that the problem was more of a police matter. <br />There was some discussion regarding fences to help the <br />problem. There is a partial fence, but essentially the <br />area is open. <br />Mayor Thomas stated that Commissioner Boyle and Chief <br />Freeman would try and work something out to help improve <br />the situation. Mr. Rogers stated he would appreciate <br />any help. <br />(C)~ MR. CARL LYONS - DENIAL OF STREET CLOSING AND VISTA <br />BAYWOOD CONDITIONS - Mr. Carl Lyons, 1914 Crescent Dr. <br />was recognized and asked the Commission to reconsider <br />before they denied the closing of a portion of Crescent <br />Shores Drive; and explained that this would be closed <br />only to vehicular and pedestrian traffic only and that <br />easements to all utility companies granted and the street <br />would stay open. <br />• <br />
