The permit fees proposed by the Dis- <br />trict, just as any other item of overhead in the maintenance <br />and operation of a water distribution system, must be ultimately <br />passed on to the consumer. -We feel that all municipalities and <br />districts furnishing fresh water service to consumers will be <br />most reluctant to increase the rates charged, in view of the <br />staggering increases in rates being charged the consumers of <br />this area, for other essential utility services. <br />Nevertheless, should the District deem it proper and advisable <br />to levy a permit fee of municipalities, the City of La Porte <br />would urge that such fees be set at the lowest possible level <br />to insure the operation of the Board, as authorized by its <br />enabling.act. Further, in the case of municipalities, that con- <br />sideration be given to levying the permit fee on metered sales <br />to consumers, rather than metered water well pumpage. This would <br />allow municipalities wishing to do so, to directly add this new <br />cost to existing water rates. <br />We appreciate the consideration of the views of the City of <br />La Porte by the Board, on this matter.
