If it does, in addition to author- <br /> izing us to start the paperwork, the Commission should establish dates <br /> for the required public hearings which will be held to achieve citizen <br /> participation in the program. These dates can be anytime in the month <br /> of January, but must receive two weeks prior advertising. At the first <br /> Commission meeting in January a resolution must be passed authorizing <br /> the development and preparation of the application, appointing a tem- <br /> porary director for the program and adopting a citizen participation <br /> plan. Then fifteen days after the last public hearing another resolu- <br /> tion must be passed adopting the community development program. After <br /> this the application is submitted to HGAC which reviews it.
