0 s 0 <br />• <br />RESOLUTION NO. 76-1 <br />WHEREAS, the federal government of the United States is <br />considering legislation transferring the responsibility <br />for unemployment compensation to local governments; and <br />WHEREAS, the same legislation would, at the same time, increase <br />the available unemployment benefits available in the <br />program; and <br />WHEREAS, this legislation would place the City of La Porte <br />under a large financial burden, while imposing similar <br />financial hardships on other cities, counties, and <br />states throughout the country; and <br />WHEREAS, the City of La Porte and other Texas cities and <br />counties are often sorely taxed to provide services <br />within the framework of a statutorily -limited tax <br />base; and <br />WHEREAS, the federal government has demonstrated the unmanagable <br />nature of the unemployment compensation program through <br />46 the maintenance of a huge and growing program deficit, <br />currently $6 billion; and <br />• <br />WHEREAS, it is unfair for the federal government to burden local <br />governments with additional programs expressly for the <br />purpose of relieving financial pressure at the federal <br />level; <br />NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City <br />of La Porte, Texas, that the City vigorously opposes the <br />passage of the federal legislation H.R. 10210 in its <br />current or an amended form, and likewise opposes any <br />legislation assigning unemployment coverage programs to <br />local governments. <br />PASSED AND APPROVED, this 17th day of May, 1976. <br />ATTEST: <br />City C1 rk r% <br />APPROVED: <br />CITY OF LA PORTE, TEXAS <br />Mayor <br />
