• • • AGREEMENT FOR THE FOkMULATION OF A MULTIJURISDICTIONAL CORSORTIUM FOR THE PURPOSE OF CONDUCTING COMPREHENSIVE EMPLOYM.E,NT AND TRAINING, PROGRAMS UNDER THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973 (PL 93-203) I. GENERAL: In accordance with Section 102 (a)(3) of the Comprehensive Employment and Training Act of 1973 (PL 93-203), herein referred to as "Act", and by the authority as evidenced by the attached resolutions, the cities of Pasadena, Deer Park, La Porte, South Houston, Taylor Lake, E1 Lago, Nassau Bay and Seabrook hereby join -in consortium for the purposes of conducting comprehensive manpower programs under said Act. ORGANIZATION II. EXECUTIVE COMMITTEE: A. An Executive Committee of twelve shall be formed consisting of the following representation: Eligible Prime Sponsor 3 Cities of Population Exceeding 10,000 2 Cities of Population -Less Than 10,000 1 Specifically, representation shall be as follows: City of Pasadena 3 City of South Houston 2 City of Deer Park 2 City of La Porte 1 City of Seabrook 1 City of Nassau Bay 1 City of E1 Lago 1 Village of Taylor Lake 1 Members of the Executive Committee from a City shall be appointed by the Mayor of that City, prpvid.ed, however, that only elected officials of political sub- divisions of -the -State of Texas shall be eligibles to serve on the Executive- - Committee. B. The Executive Committee shall, from among its members, elect a Chair- man, Vice-Cbairman and Secretary, and shall develop and -adopt by-laws to govern its deliberations and proceedings. The.Executive Committee shall be the governing body of the Consortium and shall have over-all authority and responsi- bility to establish the goals, objectives and policies of the Comprehensive • Manpower Program to be operated under said Act and shall review and approve or disapprove the Comprehensive Manpower Plan to be submitted under the Act.
