• <br />• <br />receive and expend funds, to employ personnel, to organize and train staff, <br />to develop procedures for program planning, operation,,assessment and fiscal <br />management of the program, to evaluate program performance and determine <br />resulting need, to sign grant agreements or modifications thereto with the <br />Department of Labor, and to perform any other acts, consistent with said Act <br />and regulations promulgated thereunder, reasonably deemed necessary by the <br />administrative unit to insure the success of the compreheniive manpower program. <br />The administrative unit shall have responsibility for the entire operation of <br />the comprehensive manpower program, however, the consortium does not delegate <br />to the administrative" -.unit the authority to. make decision on grant agreements <br />or modifications thereto~wzth the Department of Labor, which authority is dele- <br />gated to and shall be retained by the Executive Committee, but only delegates to <br />I �- <br />the administrative unit the authority to sign grant agreements or modifications <br />thereto when specifically authorized by the Executive Committee. The consortium, <br />further, delegates and -reserves to the Executive Committee the authority.to <br />evaluate the program and all its components and also reserves to the Executive <br />Committee the decisions to reallocate and reprogram funds of the consortium. <br />The administrative unit shall make periodic reports to the Executive Committee <br />anQ S1iGi..t_ 11i=UiJUlS%� t 1C eVulu..- _�lrt` Ol L'.l" cutive Committee in its <br />administrative operation of the comprehensive manpower program. The delegation <br />of authority to the administrative unit shall not relieve the members of the <br />consortium of their responsobility for the use of funds, as agreed to herein. <br />IV. PRIME SPQISOP. P " ITT T•� TT . Y <br />A. The Executive Committee shall appoint a Prime Sponsor Advisory Council, <br />referred to herein as PSAC, which shall be of a size to be determined by the <br />• Execuiive Committee. The Executive Committee shall, to the extent practicable, <br />include as appointments to the PSAC members who are representative of the client <br />community, community -based organizations, the Employment Service, education and <br />training agencies and institutions, business, labor and, where appropriate, <br />agriculture. Elected officials of political subdivisions of the State of Texas <br />as well as other persons representative of other interested groups may be <br />appointed. The Executive Committee shall appoint a Chairman and Vice -Chairman <br />of the PSAC and shall provide professional, clerical and technical staff to <br />F <br />is <br />serve the PSAC. ' <br />
