r• .4 <br />• agreement has the legal authority under state and local law to enter into this <br />consortium agreement, as evidenced by the attached letters from the'chief legal <br />officer of each signatory -to this consortium agreement, which letters are made <br />a part hereof. <br />It is, further, certified that each chief elected official of each signa- <br />tory to this agrqement has the duly authorized authority to enter into this <br />agreement as evidenced by the attached resolution•of each City Council. <br />D. Independently Eligible Prime Sponsor: <br />It is hereby certified that City of Pasadena, Texas, is an independently <br />eligible prime sponsor; as evidenced in publication in the Federal Register <br />dated <br />E. Signing Grant Agreements: <br />It is hereby agreed that grant agreements with the i%partment of Labor <br />• shall be signed by the chief elected official of the Administrative Unit, the <br />City of Pasadena. <br />- F. Responsibility of Consortium Members: <br />To the extent consistent with state and local law; each signatory to <br />this agreement accepts responsibility for the operation of the _program and its <br />t <br />success. <br />G. Cities Electing Not to Receive Services: <br />Any city within the perimeter of this consortium electing not to <br />receive services from the consortium shall be identified by letter to the <br />Department of Labor. <br />H. Duration of Consortium: <br />The duration of this consortium shall be from October 1, 1977, to <br />September 30, 1978, or when the consortium does not qualify as prime sponsor. <br />PURSUANT TO THE STATEMENTS ABOVE, AND BY EVIDENCE OF OUR SIGNATURES, <br />A MULTIJURISDICTIONAL CONSORTIUM FOR PURPOSES OF OPERATING A COMPREHENSIVE <br />MANPOWER PROGRAM UNDER THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973 <br />(PL 93-203) IS DULY FORMED THIS DAY OF 1977. <br />
