• A RESOLUTION AUTIIORIZING THE CITY TO PARTICIPATE IN AN EMPLOYMENT AND TRAINING CONSORTIUM WITH.THE C.ITY OF PASADENA,, AN INDEPENDENTLY ELIGIBLE PRIME SPONSbR, ET AL,- UNDER THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973, AS AMENDED.. I • 9 • WHEREAS, the Secretary -of Labor provides Comprehensive Employment and Training services throughout the United States, and WHEREAS, the City of Pasadena is eligible to receive funds from the Secretary of Labor for the purposes of providing said services, being an independently eligible Prime Sponsor under said Act, and l WHEREAS,'.Section 102 (a)(3) of said Act authorizes the combination of units of general local governments which includes an independently eligible Prime Sponsor to be organized and to receive federal assistance for the purposes of said Act, and R- WHEREAS, State and local law provides for the formation of said consortium, and WHEREAS, the City of Pasadena has extended an invitation to the City of , et al, to join it in the organization of such' consortium, of NOW, THEREFORE, Be it resolved by the City Council of the City Section 1. That the Mayor is hereby authorized to sign an agreement with the City of Pasadena, et al, for the purpose of forming an Employment and Training Consortium to establish a program which includes the development and creation of job opportunities and the training, education and other services needed to enable individuals to secure and retain employment at their maximum capacity consistent with the intent and scope of the said Act. Section 2. That the Mayor is hereby authorized to sign with other consortium members a pre -application for Prir--e Sponsorship; said application being in conformance with all applicable state requirements and guaranteeing that the Consortium members, together and separately, will comply with all assurances as stated in the Act. City of Section 3. To the extent consistent with State and local law, the as a member of the Consortium accepts responsibility for the operation and success of the program. Section 4. That the City of Pasadena, as an independently eligible Prime Sponsor under said Act, will be the Administrative Unit of said Consortium.
