Box 1115 <br />La Porte, Texas 77571 <br />PROPOSAL TO MAKE APPLICATION FOR AN AIRPORT MASTER PLANNING STUDY FOR THE CITY <br />OF LA PORTE <br />We have been told by the Federal Aviation Administration that the City needs <br />badly to proceed with a Master Planning Study as the next step in development <br />of La Porte Municipal Airport. The prime reason for this is that further <br />applications for construction grants (runway extension, adding navigational <br />aids, etc.) will probably not be approved until such a study is on file with <br />FAA. <br />Making application is a relatively simple matter of completing some standard <br />FAA forms. The information provided on the forms includes an estimate of the <br />cost and duration of the study, a breakdown of the budget for the cost of the <br />study, a detailed description of the proposed study, and assurances from the <br />City that all work done under the grant shall comply with all Civil Rights Acts, <br />. the Hatch Act and certain other federal regulations. <br />The objectives of the study to be made under the grant are several, and include <br />prepartion of a graphical Master Plan of the ultimate airport development; <br />establishment of a priority schedule for various phases of immediate and future <br />construction of the airport; a description of the concepts and alternatives <br />which were considered in formulating the plan; and finally, the preparation <br />and submission of a comprehensive report setting forth the results of the study. <br />Although these objectives appear fairly concise, the FAA requires considerable <br />detail in their development. It is estimated that the cost of the study will <br />be in the neighborhood of $20,000.00 with the exact figure to be set by contract <br />and stated in the grant application. The study will take approximately 9 months <br />to complete and would be funded 90% by FAA and 10% by the City. <br />If the City wishes to have our firm perform the study, a simple contract will <br />be required by FAA to establish the conditions to be met by both parties. <br />A copy of such a contract is, attached for your review.
