It seems unfair for a home owner in a subdivision <br />to pay for parks for all other citizens to use. <br />4. Parks and recreational land should be purchased <br />with general funds, paid for by all citizens, <br />for all citizens to use. <br />t 5. Master Plan for parks should be prepared with <br />assistance from Federal Funds. <br />6. The subdivider is placed at a disadvantage with <br />other developments in the area. <br />
