• <br />• CITY OF LA PORTE <br />PERSONNEL RULES <br />CHAPTER 1 <br />INTRODUCTION <br />Section 1. Objective <br />• <br />These rules are designed to bring to the City service a <br />high degree of understanding, cooperation, efficiency, and <br />unity through systematic, uniform application of personnel <br />practices. Objectives of the City personnel management system, <br />which includes these rules, are: <br />a. To promote and increase efficiency, responsiveness <br />to the public, and economy in the City service; <br />b. To provide fair and equal .opportunity for qualified <br />persons to enter and progress in the City service in <br />a manner based on merit and fitness as ascertained <br />through fair and practical personnel management <br />methods; <br />• c. To maintain recruitment, advancement, and tenure <br />practices enhancing the attractiveness of a City <br />career and encouraging each employee to give his or <br />her best effort to the City and the public; <br />d. To maintain consistent, up-to-date position classi- <br />fication and compensation plans based on the relative <br />duties and responsibilities of positions in the City <br />service; <br />e. To promote high morale among City employees by foster- <br />ing good working relationships and by providing uniform <br />personnel. policies, opportunities for advancement, and <br />consideration of employee needs and desires. <br />Section 2. Equal Opportunity Policy <br />Action shall be taken to ensure equal employment oppor- <br />tunities for all employees and prospective employees engaged <br />in or to be engaged in City service. Discrimination against any <br />individual in .recruitment, examination, appointment, training, <br />promotion, retention, discipline, or any other aspect of per- <br />sonnel administration because of religious opinions or affilia- <br />tions, membership or nonmembership in employee organizations, <br />• or because of race, color, national origin, marital status, or <br />other non-merit factors is prohibited.
