• <br /> <br />EXPLANATION OF IMPLEMENTATION <br />• FOR THE SALARY COMPENSATION PLAN <br />OBJECTIVES OF CLASSIFIED SALARY COMPENSATION PLAN <br />The essential purpose of a salary compensation plan is to set <br />salaries and wages on the basis of the relative value of jobs <br />in the labor market. One important way of retaining a qualified <br />caliber of personnel to maintain the efficient operation of the <br />city government is to adequately compensate them for their con- <br />tribution to the continued success of the organization. By pro- <br />viding a salary compensation plan, the City of La Porte seeks to <br />accomplish the following objectives: <br />1. To provide a systematic approach to the compensation <br /> of employees. <br />2. To provide an economic evaluation of each position; <br /> thereby, allowing a better method of defining budgetary <br /> appropriations for personnel. <br />3. To increase job satisfaction among employees by adhering <br /> to the principles of equal pay for equal position both <br /> internally and externally, thereby increasing the City's <br />• ability to recruit and retain qualified employees. <br />4. To create an environment for individual motivation by <br /> providing a compensation system which creates, not only <br /> an incentive factor, but a sense of organizational worth <br /> for the employee to improve his or her qualities and <br /> production and move upward within his or her position <br /> classification level. <br />METHODOLOGY FOR CREATION OF THE PLAN <br />To position classifications on salary levels, it is important to <br />carefully assess the prevailing values placed on personnel resources <br />in the labor market. In placing classifications on salary levels, <br />considerations were based on three areas of comparison. <br />1. Current salary appropriations of the City of La Porte. <br />2. Current salary appropriations of surrounding cities. <br />Salary data was obtained from many Houston-area cities <br />and towns. However, in preparing this program, it is <br />important to concentrate on those towns and cities with <br />whom the City of La Porte normally competes for new per- <br />• sonnel.
