[~ <br /> <br /> <br />RESOLUTION NO. 81- 8 <br /> <br />A RESOLUTION ENDORSING HOUSE BILL 2301 RELATING TO CREATION, <br />ADMINISTRATION, POWERS, DUTIES, OPERATIONS, AND FINANCING OF <br />THE CLEAR CREEK WATERSHED DRAINAGE DISTRICT. <br />WHEREAS, flooding in the Clear Creek Watershed results from <br />a variety of factors which have been identified in study after <br />study; and <br />WHEREAS, rapid urbanization has changed the natural drain- <br />age characteristics of the land and the flood plains; and <br />WHEREAS, the rate of water runoff is thus increased in the <br />storm drains, ditches and streams; and <br />WHEREAS, high rates of runoff exceed the containment capa- <br />bilities of the ditches and streams; and <br />WHEREAS, within the Clear Creek Watershed there is a lack <br />of coordination of drainage activities; and <br />WHEREAS, confused lines of authority exist between govern- <br />mental agencies which are responsible for drainage and flood <br />control; and <br />WHEREAS, disagreement between these agencies has inhibited <br />rectification of the creek; and <br />WHEREAS, delays continue to escalate the cost of the project; <br />and <br />WHEREAS, the citizens of La Porte and the watershed suffered <br />and continue both economic loss and mental anguish as a result <br />of recurring flooding; and <br />WHEREAS, neither rain nor rising flood waters recognize <br />political boundaries within the watershed; and <br />WHEREAS, Texas House Bill 2301 addresses resolution of all <br />the points and provides for a confirmation election; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF LA PORTE: <br /> <br />• <br />THAT the City endorse HB 2301 establishing a single watershed <br />district; and <br />THAT the City Council encourage each citizen to join in urging <br />the 67th Legislature to take whatever means necessary to expedite <br />approval of this bill; and <br />THAT the City Secretary forward official copies of this reso- <br />lution to the Governor of the State of Texas, to the Speaker of <br />the House of Representatives, to Senator Mengden, to Representative <br />Watson, to Natural Resources Chariman Representative Craddick, with <br />the request that this resolution be officially entered into the <br />Committee and Legislative Records. <br />PASSED, APPROVED, AND ADOPTED on this the 13th day of May, 1981. <br />,, <br />J.
