SIMON <br />DIRECTOR <br />Harris County is experiencing tremendous population <br />increases. This, coupled with economic growth, has im- <br />pacted residents all over the County. The economic picture <br />as a whole is one of prosperity. In spite of the overall <br />prosperity, some residents of Harris County still lack <br />basic amenities, such as water and sewer, parks, safe, <br />decent housing, and paved streets. Harris County has en- <br />deavored to meet the needs created by this population growth. <br />Since 1975, Harris County has administered a block <br />grant through the Harris County Community-Development Agency. <br />Harris County Community Development Agency has utilized funds <br />to provide parks, community centers, fire equipment, medical <br />transportation, as well as for the rehabilitation of substan- <br />dard housing in designated target areas. While these improve- <br />ments have done much to alleviate conditions and raise the <br />quality of life for residents, the needs are still great. <br />In 1982, Harris County Community Development Agency will <br />begin its eighth year of operation. More than ever, Mayors <br />such as yourself are essential in order for HCCDA to effec- <br />tively meet the human needs in Harris County.
