<br />~J <br />• Minutes, Regular Meeting, La Porte City Council <br />October 7, 1981, page 10 <br />Malone: Mr. Mayor, I would like to make another motion. <br />Mena: Would you withdraw your first motion? <br />Malone: If we can't do it I would have to withdraw it, if <br />Mr. Kibodeaux will withdraw his second. <br />Kibodeaux: I wish to withdraw my second. <br />Malone: Then I would like to make a motion directing the <br />City Attorney to draw an ordinance for the next Council meeting, <br />October 21st, whereby all officers' status as of September <br />30, 1981, would be maintained and become permanent until~~such <br />time as a vacancy should occur in the Department, at which <br />time any officer qualifying under Civil Service would be tested <br />for promotion. There would be five classifications with one <br />assistant chief, two lieutenants, three detectives, six ser- <br />geants, and sixteen patrolmen, and T have copied down the <br />Police Department pay schedule which is in our ordinance and <br />I would like to make some changes in that.. T don't think it <br />is valid; it is an ordinance, and if you go by the law you go <br />by this ordinance, and this ordinance is not legal because we <br />are not actually going by it, but that's part of my question. <br />My motion is directing the City Attorney to do what I ask <br />here. <br />Kibodeaux and Skelton: I second that motion. <br />Malone: Wait. Before we vote, T must say I'm not doing this <br />for popularity; I'm not doing it to get hand claps. I want <br />this City to get back on its feet. T want us all to quit <br />acting like kids and I want us to start acting like a City. <br />I'm ashamed of this City. I have prayed over this for a week, <br />and I have. thought about it all day and all night. Some of <br />our people are very upset. I want a good Police Department <br />and a good City, and I want our people to go out of here and <br />not go to Pasadena and Shoreacres and say, "Hey, you all are <br />doing just like we have been doing,." and I call for the ques- <br />tion, Mr. Mayor. <br />Simons: Amen, Mr. Malone. <br />Kibodeaux: I second that. <br />Meza: Is there any further discussion? <br />• <br />
