Unlike the Liquor Code, the petition is not required to <br />be furnished by the governing body to petitioners, nor <br />are governing bodies required to pay the costs of <br />furnishing such petitions. It might well be prudent, <br />however, for a governing body to obtain bilingual <br />copies of bingo petitions from either Hart Graphics or <br />Stafford-Lowden. By furnishing petitioners with these <br />bilingual copies, the governing body will ensure against <br />defects in a "homemade" petition and also that the <br />petition :gill be bilingual and in compliance with the <br />federal Voting Rights Act. <br />5. The Bingo Act (~ S) requires the following to appear in <br />a petition to legalize (or prohibit) bingo: <br />(i) a statement preceding the space reserved for <br />signatures on each page reading as follows: "This <br />petition is to require that an election be held in <br />(name of political subdivision) to legalize (or prohibit) <br />bingo games authorized under the Bingo Enabling Act"; <br />(ii) the signature of the signer and the date on <br />which the signer signed the petition. A signature may <br />not be counted if the signer fails to insert the date <br />of signing or if the date of signing is earlier than <br />the 90th day before the date the petition is submitted <br />to the governing body; and <br />• (iii) after the signature and date, the following <br />must also be provided: current voter registration <br />number, printed name, and residence address, including <br />zip code. <br />NOTE: Unlike the Liquor Code, signatures need not be signed <br />exactly as the way they appear on the current list of register- <br />ed voters. <br />6. The petition is presented at the office of the governing <br />body (§ 6). Unlike the Liquor Code, under which all <br />elections are conducted by, and at the expense of, the <br />county, elections under the Bingo Act for cour~ti~~s ~~nd <br />justice precincts are conducted by the count1~ clergy:, <br />but elections for incorporated cities and towns are <br />conducted by the city clerk.
