I. WTRODUCTION <br />This is a proposal from LWFW, Inc. Group to the City of La Porte, Texas, for professional <br />assistance in the area of electronic data processing (EDP) systems planning and procure- <br />ment. <br />Currently, the City of La Porte uses several sources of electronic data processing for <br />providing services to city management. These consist of a service bureau for tax and <br />utility bill processing,. and a Nixdorf minicomputer owned by the City to process payroll, <br />accounts payable, and general ledger. City management has decided that a better method <br />of providing EDP services needs to be identified. This method should provide a more <br />efficient and effective management information system for the City. During the <br />identification process several tasks should be accomplished. These tasks include: <br />• Defining the City's management information needs. <br />• Selection of the new data processing system(s). <br />• Development of an implementation plan. <br />Section II of this proposal explains each of these tasks and the associated sub-tasks. <br />The City of La Porte is a growing residential and industrial municipality located southeast <br />of Houston. The current city population is approximately 18,000, with an annual growth <br />rate of six (6) percent. City management has recognized that to provide the highest <br />quality services to its citizens an efficient and cost effective information system must be <br />used. This information will provide them with a means of quickly responding to citizens' <br />inquiries and efficiently monitoring the operation of the City. The purpose of this study <br />will be to assist city management in acquiring a management information system(s) <br />capable of meeting the City's current and future needs. <br />The objectives of this proposed assistance are: <br />1) The evaluation of the potential uses of electronic data processing in each <br />department and the development of a prioritized inventory of EDP applications <br />based on cost and impact on management effectiveness. <br />~) The selection of the most effective applications software and computer equip- <br />ment for achieving the needs of the top priority systems. <br />LWFW Group <br />-1- <br />T' <br />
