• • • Task 4.4 - Costs An estimate of probable construction costs for required utility improvements will be prepared for each milestone year over the planning period. These estimates will be based on construction costs in the Gulf Coast area modified to reflect known differences peculiar to the La Porte area. Task 4.5 - Preliminary Water Rate Schedule Based on the cost alternatives analyzed in Task 3.2, the final construction cost estimates prepared in Task 4.4, and the preliminary financing plan prepared as Task 1.4, estimates of the proposal system revenue requirements will be prepared. These revenue requirements will be allocated to appropriate functional classifications which represent the costs of provid- ing the various elements of water production, delivery, customer service, and administration. Various potential customer groups to be served by the system will then be identified from Task 1.3 and Task 2 along with their respective use characteristics. Functionally identified cost of service data will then be used to establish schedules of rates and charges for each customer class. An analysis will then be conducted of the current produc- tion costs of water for the City of La Porte. Task 4.6 - Preparation for Bond Sale Based on the preliminary financing plan established as Task 1.4, the Engineer will work with the Authority's fiscal • advisors developing preliminary preparation for the issuance of Authority revenue bonds. These preparations will include: Task 4.6.1 - Preparation of a capital improvement project schedule. Task 4.6.2 - Preliminary project revenue projections. Task 4.6.3 - Solicitation of appropriate letters of interest or commitment from prospective customers. Task 4.6.4 - Other appropriate documentation from the final report. • a ~ i6
