• • <br />CITY OF LA PORTE <br />INTER-OFFICE MEMORANDUM <br />T0: ask Owen, Man ~ DATE: March 30, 1984 <br />FROM: ~~, D' -'.c. _o nd <br />erb an, Poli e - ~--~ <br />SUBJECT: Speed Limits on SH 146 <br />The City of La Porte is considering lowering the speed limit along <br />the frontage roads of S~a~e Highway 146. Several factors indicate that <br />the speed as presently posted is too high for safe driving conditions. <br />The highest accident locations in the City of La Porte are at the inter- <br />sections of SH 146 and West Fairmont Parkway and SH 146 and West Main <br />(Spencer Highway). Posted speed limits approaching the intersections <br />on the frontage roads are presently 50 mph. <br />The use of the frontage roads as the main highway due to the lack of <br />completion of the main highway, together with the lack of an overpass <br />at Fairmont Parkway, contribute to the excessive speed approaching <br />these intersections. Rapid development along the highway, together <br />with increased traffic, especially truck traffic, indicates that the <br />posted speed should be much slower, especially because thru traffic <br />must stop at these intersections. <br />The City of La Porte has contacted the-Std.t~~~Dspartinent~.of•High~rays <br />and Public Transportation concerning the posted speed along the <br />frontage roads. They advised that the City can pass an emergency <br />ordinance regulating speed on the frontage roads only. In taking such <br />action, the City would be responsible for erection and maintenance of <br />the new signs. <br />The recommended speed limit for frontage roads from the north city <br />limits to just south of Fairmont Parkway is 35 mph. This would reduce <br />the possiblity of accidents at the nia~ja~° intersections. Gradual <br />increase of speed south of Fairmont Parkway is recommended to conform <br />with actual traffic conditions. <br />Because State law prohibits the reduction of speed by more than 15 mph <br />at once, the speed will transition from 55 to 45 mph, and then down <br />to 35 mph south of Fairmont Parkway. <br />Attached for consideration is an ordinance designating the various <br />speed zones, along with locations. Estimated material cost is TWELVE <br />HUNDRED DOLLARS ($1,200.00).
