Box 1115 <br />La Porte, Texas 77571 <br /> <br />Dear Jack: <br /> <br />During the next few weeks, Governor Mark White will call a special session of <br />the Texas Legislature to consider proposals to increase state spending on public <br />schools and highways. <br /> <br />The special session agenda also will include TML's "Pothole Bill," which was <br />introduced during the 1983 session of the State Legislature, but failed to pass. <br />Under the Pothole Bill, $100 million per year in state funding would be allo- <br />cated to Texas cities for street and bridge repairs. All cities would be <br />eligible for funding. <br /> <br />In order for us to pass the Pothole Bill during the upcoming special session, <br />the cities will need to present a united front to the Legislature and demon- <br />strate their collective support for the additional state funding--and taxes-- <br />needed to bring our state-local roads and bridges up to par. In this regard, <br />we request that your city council approve the enclosed resolution and return it <br />"-to the League office as soon as possible. Copies of all resolutions received by <br />TML will be forwarded to Governor White, state legislators, members of the state <br />highway commission and the media, to underscore the seriousness with which city <br />officials view the state-local road problem. <br /> <br />Secondly, city officials will need to lobby their state senators and representa- <br />tives and obtain their commitments to vote for the funding package described in <br />the resolution. We will be contacting your city in the near future with regard <br />to methods for accomplishing this phase of our campaign. <br /> <br />In addition to the form resolution, other attachments include: <br /> <br />(1) A list which shows the biennial (2-year) amount each city would receive <br />upon enactment of the Pothole Bill. The state is on a biennial budget <br />cy.cle; therefore, if the Pothole Bill is. approved, the amounts shown <br />would be paid to the cities in two equal installments--half one year and <br />half the next year. (If for some reason your city is not on the list, <br />your biennial allocation can be calculated by multiplying your city's <br />number of paved street miles times $1,660 times 2. <br /> <br />(2) A Pothole Bill fact sheet. <br /> <br />~I <br />
