(a) The committee is hereby authorized to promulgate any and all rules and regulations relating to the operation of towing vehicle and auto wreckers, insofar as such rules and regulations are not inconsistent with any of the provisions of this chapter, deemed necessary to protect public safety and welfare. Specifically, but without limitation, the committee is hereby authorized to promulgate any rules relating to restrictions on the number of auto wreckers which may operate on the streets of the City of La Porte at any one time. The committee shall cause the City Secretary to serve copies of such rules on owners at their registered addresses by certified ~~~ail. Such notices shall fully set out any rules promulgated, and the effective dates thereof. Any permit holders shall have the right, in accordance with the provisions of section 6-10, to appeal to the City Council with regard to any rules and restrictions promulgated by the committee felt by such permit holder to be unduly onerous. Sec. 6-18. Procedure by Auto Wrecker Operators at Scene of n; ~~~i ea vet,; ...i ,~ -- (a) Whenever an auto wrec}cer arrives at the place where a motor vehicle has been disabled by an accident, the auto wrecker driver shall legally park his vehicle as clcse to the street curb as possible and otherwise dispose of it in such a manner as not to inte rfere with traffic. He shall not park his vehicle within a distance of fifty (50) feet from a wrecY,ed or disabled vehicle. (b) It shall be unlawful for any wrecker owner, driver or agent to solicit the business of towing, removing or repairing any wrecked or disabled vehicle at the place where an accident has occurr- ed, by words, cards, circulars or gestures. (c) All auto wrecker drivers arriving at the place where any accident has occurred shall obey all orders given them by any police ~' ~ ~
