The comments given in <br />this section are general for these areas, and are not meant to be <br />all-inclusive. The Committee and/or City Staff stand ready to more <br />fully amplify on any of these, should such amplification be <br />desired. Additional information is also attached to this report, <br />or appears in the final issue of the Comprehensive Plan, Volume I. <br />REVENUE BONDS <br />The $8.7 million revenue bond issue for utilities would fund <br />the much-needed Fairmont Parkway interceptor to relieve sewage <br />'load in this area, provide for a 12 inch main along Spencer <br />connecting the main plant with the College View system, and <br />provide for expansion of the main treatment plant. Additionally, <br />similarly needed sewer relief projects in East La Porte and in the <br />Bayshore area would be accomplished. Also, an elevated water <br />storage facility to serve College View and adjacent areas would be <br />constructed. The need for these projects is deemed critical. The <br />Fairmont Parkway line was undersized as soon as the treatment <br />plant in that area was dismantled. Raw sewage was observed coming <br />out of a man-hole during a heavy rain at this site after <br />dismantling of the old plant. Connection with the College View <br />system is needed to treat waste in the La Porte plant. Expansion <br />of the treatment plant is critical, as the City has been placed <br />unde r a compliance schedule by the Texas Department of Water <br />- 9 - <br />1 9 <br />
