Ray - Purchasing gen SUBJECT: Sealed Bid 40094: Sup y Agreement for Bank Sand Advertised, sealed bid 40094 for the supply of bank sand to various City departments was opened and read in City Council Chambers April 29, 1985 at 4 p.m. Sealed bids were mailed to seventeen area sand suppliers and trucking companies with the following five returning bids; (1) R.S.H. Trucking Co., Inc., (2) Chuck Jardina Sand, (3) K. M. Rumsey Trucking, (4) Baytown Sand & Clay, and (5) Anahuac Towing & Shell Co., Inc. Bidders were asked to submit delivered pricing for bank sand conforming to Texas Highway Dept. Specification 44131, Type A, Select Borrow, Bank Sand. Sand will be ordered on an as needed basis by City personnel for backfilling purposes in full truckload quantities with 24-hour response time required. The City of La Porte currently pays $4.75 per cubic yard and purchases bank sand on a hand to mouth basis. Low bid was submitted by R.S.H. Trucking Co., Inc. in the amount of $4.45 per cubic yard, a response time of 2 hours after receipt of order, and payment terms of Net 30 days. R.S.H. Trucking indicates they own twelve (12) trucks and have demonstrated the capacity to service the City of La Porte. I recommend that the City of La Porte award a one-year supply agreement for bank sand to R.S.H. Trucking Co., Inc. on the basis of lowest, most responsible and responsive bidder. I also recommend the City of La Porte sign a contingency supply agree- ment with second low bidder Baytown Sand and Clay Co. in the amount of $4.50 per cubic yard should low bidder be unable to perform during the term of the contract.
