<br />. <br /> <br />e <br /> <br />MEMO TO: <br /> <br /> <br />City Manager <br /> <br />FROM: John 0 ,Director <br />Commu' 'Development <br /> <br />SUBJECT: Propose Flood Hazard Prevention Ordinance <br /> <br />November 1, 1985 the city enters the regular phase of the National <br />Flood Insurance Program (NFIP). <br /> <br />By October <br />Prevention <br />NFIP. (44 <br />attached.) <br /> <br />1, 1985 FEMA requires that the city adopt a Flood Hazard <br />Ordinance which complies with Federal Regulations for <br />FR Parts 59 & 60) (See FEMA letter August 1, 1985 <br /> <br />The ordinance being read September 16, 1985 is nearly identical in <br />content to the model ordinance furnished the city by FEMA and <br />complies with those regulations. <br /> <br />The proposed ordinance departs in form to make it consistent with <br />other ordinances. The only substantive change is inside "A" zones <br />where our ordinance requires that the lowest inhabited floor of <br />buildings be elevated two (2) feet above the base flood elevation <br />(BFE) instead of at BFE. FEMA suggested this change in their <br />letter of May 3, 1983. Staff concurs with this recommendation for <br />the following reasons which were presented to council at an earlier <br />workshop: <br /> <br />1. The new flood hazard area maps, which are to be <br />adopted with the ordinance, reflect existing <br />conditions in 1980. There has been considerable <br />growth in the community the past five (5) years. <br />The new construction undoubtedly has changed the <br />characteristics of our watersheds. <br /> <br />2. To assist in countering the effects of the allowable <br />1 foot rise in water surface elevation due to <br />permitted encroachments. <br /> <br />3. To counter continuing subsidence in the area. <br /> <br />Staff will further brief you on the ordinance September 16. As <br />further background material, we've prepared the attached list of <br />common questions and answers about the NFIP.
