• ,. <br />~~ <br /> <br /> <br />T E X A S <br />MUNICIPAL LEAGUE <br />September 18, 1985 <br />MF.MnR ANDIIM <br />T0: Member Cities of the Texas Municipal League <br />~E~~~u~~ <br />CITY MGF~'S GFFICE <br />FROM: Alan Henry, Mayor of Lubbock and Chairman, TML Water Task Force <br />SUBJECT: Request For Your Help in Passing the New Texas Water Plan <br />As you know, the 1985 Texas Legislature adopted a new proposed Texas Water Plan <br />that will be submitted for voter approval this fall. The plan will appear as <br />Amendments No. 1 and 2 on the November 5 statewide constitutional amendments <br />ballot. <br />Acknowledging the critical importance of water resources to cities, the TML <br />Board of Directors unanimously endorsed Amendments 1 and 2. Now, with the <br />election just six weeks away, it is urgent that city officials take whatever <br />follow-up actions are necessary to insure voter approval of the plan at the <br />November 5 polls. <br />As a first step, we ask that your governing body adopt a resolution expressing <br />its support of the new water plan. (A sample resolution is enclosed.) Also, it <br />would be very helpful if you would contact other governmental units in your <br />area, as well as your chamber of commerce and civic clubs, and ask them to <br />consider adopting similar resolutions. <br />During the past several years, Texas voters have rejected a number of proposed <br />state water plans, the most recent being Proposition No. 4, which was turned <br />down in November 1981. At least part of the reason for those defeats was lack <br />of information, or misinformation, concerning the cost and other aspects of the <br />various plans. This time, we need to do a better job of explaining the <br />specifics of the new water plan to the voting public. <br />As the enclosed news articles indicate, the proposed plan is being supported by <br />numerous political and business leaders across the state. Conversely, the <br />20,000-member Texas Audubon Society has come out against the proposal, while the <br />influential Sierra Club is taking a neutral position. <br />I hope that you will find the attached information useful in explaining and <br />advocating passage of the new water plan to your local media and others.
