<br />~, <br /> <br />e <br /> <br />e <br /> <br />.. <br />. <br /> <br />CITY OF LA PORTE <br />INTER-OFFICE MEMORANDUM <br /> <br />TO: <br /> <br />Jack Owen <br />City Mana <br /> <br />FROM: <br /> <br />John Joe n <br />Director <br />Interim C <br /> <br /> <br />ommunity Development <br />oordinator <br /> <br />DATE: July 28, 1986 <br /> <br />SUBJECT: Sylvan Beach Restoration and Repairs <br />City of La Porte Project No. 86-5204 <br /> <br />The final decisions regarding a project management approach have <br />not been made, and in the past 18 to 20 months (since the idea of <br />repairing the building was first pursued) much has changed. <br /> <br />One big factor is the lease negotiations with Harris County, <br />which resulted in a document that is more strict than originally <br />ant ic ipa ted requ iring certa in performanc es by the City of La <br />Porte. Secondly, the quotes for repairs are approximately 18 to <br />21 months old. Since that time the building has been subjected <br />to further deterioration and vandalism. <br /> <br />We have previously reviewed the packages submitted to each <br />department for purposes of exploring the utilization of in-house <br />resources in an effort to stretch our funds. Minor changes to <br />the proposed project organizational chart were made and the use <br />of force account labor has been evaluated by the City's loss <br />control consultant. Per your request, staff is prepared to <br />summarize for Council the key issues and approach to restoration <br />of the building. The bottom line is that the budget of $229,000~ <br />will not go as far as initially anticipated. This is due to; <br /> <br />1. changes in scope of work required by the lease <br />2. increased scope of work for roof repairs and asbestos <br />removal. <br />3. the age of the original estimates. <br /> <br />We must also keep in mind that the budget was established for the <br />purposes of stabilizing and weatherproofing the building and not <br />a complete renovation. <br /> <br />JJ/tla <br />
