~ ~ <br />RESOLUTION N0. 87-10 <br />WEIEREAS, the special committee appointed to study the <br />application of Houston Chemical Services, Inc., to incinerate <br />hazardous waste at the site of the former quaker Oats facility in <br />the Bayport Industrial District, has concluded their study; and <br />WHEREAS, the committee has presented a copy of their <br />recon;mendations to the La Porte City Council; and <br />4~1HEREAS, Houston Chemical Services, Inc., has applied to the <br />Texts Y,~ater• Conin~~ission and the EnvironrrentaJ. Protection Agency to <br />incinerate hazardous waste; and <br />WHEREAS, the site of the proposed incinerator is less than <br />one mile from residential neighbor•E^ioods and 1.1 mile from Jennie <br />Reid Elementary School; and <br />WHEREAS, the prevailing wind will direct stack emissions <br />toward these areas approximately fifty percent of the time; and <br />WHEREAS, the long-term health effects of incinerator stack <br />emissions are not known with regard to their effect upon the <br />general population. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF LA PORTE, TEXAS <br />Sec t.i.Qn 1. THAT a copy of this Resolution shall be sent to <br />the public hearings to be held by the Texas Water Commission and <br />the Environmental Protection Agency, and that said Resolution <br />shall be read into the minutes of said public hear•i.ngs as <br />testimony in the hearings. <br />Sect~~~ THAT the City Council of the City of La Porte <br />advises the agenci.e: responsible for the permitting of hazardous <br />waste incinerators that it is opposed to the location of this <br />application due to uncertainty over the potential long-term <br />health effects of stack emissions. <br />PASSED AND APPROVED this the 13th day of July, 1987. <br />CITY OF LA PORTE <br />Norman L.
