Herrera, City Manager <br />Joel Albrecht, Director of Community Development <br />Bob Speake, City EngineergcS <br />August 19, 1987 <br /> <br />DATE: <br /> <br />SUBJECT: Lomax Drainage Improvements <br />Capital Improvements Program <br /> <br />SUMMARY <br /> <br />Harris County Flood Control District ("Flood Control") will brief City <br />Council August 24, 1987 on proposed drainage capital improvements in <br />Lomax. These improvements have been recommended by Landev Engineers, <br />Inc. in a recently completed "Master Drainage Plan and Interim <br />Improvements Recommendations for Unit F101-00-00." A summary of that <br />document is attached as a part of the agenda packet, along with a <br />cover letter from Flood Control. Staff has worked closely with Flood <br />Control in the development of this master drainage plan for Lomax. <br />City concerns have been fully cared for in this plan and staff <br />.. recommends acceptance of the plan by City Council. <br /> <br />BACKGROUND <br /> <br />Shallow flooding in Lomax is identified in the city comprehensive plan <br />as one of the major drainage problem areas of the city. The proposed <br />solution suggested in the comprehensive plan is to divert the runoff <br />from the western portion of the Lomax watershed to Big Island Slough <br />(B106). (Landev investigated this possibility as Alternatives III and <br />IV. ) <br /> <br />The capital improvements program citizens advisory committee concluded <br />in the Spr ing of 1985 that the Lomax area, along with Little Cedar <br />Bayou, should be the focal point for stormwater improvements during <br />the 1985-90 time frame. The committee recommended that $3.775 million <br />in bonds be authorized for these improvements in those two areas. <br /> <br />A total of $3.0 million in general obligation bonds for stormwater <br />improvements were authorized by the voters in June 1985 and $1.0 <br />million in such bonds were sold in September 1985. <br /> <br />In November 1985, the city approached Flood Control about a <br />joint-venture project and obtained Flood Control's support for such a <br />project. <br /> <br />.. <br />
