ARTICLE II Purchase and Construction of the Authority's Share of the Southeast Plant and Transmission System; Execution of Contracts Section 2.01 With the full cooperation of the City (and the other Participants) the Authority agrees to purchase an initial Demand Alloca~ion Factor of 5.25% and an initial Pumping Allocation Factor of 2.33% in the Southeast Plant, in accordance with the Houston Contract, attached hereto as Exhibit "A".
