Otherwise, the best <br /> <br />data available shall be deemed any other meters in the transmission <br /> <br />line or treatment plant which can be related to the main delivery meter. <br /> <br />If no other meters in the system are operational which will allow <br />determination of delivered quantity, then the Authority shall determine <br /> <br />the amount of Water delivered during such period which may be estimated <br /> <br />(i) by correcting the error if the percentage of error is ascertainable <br />by calibration test or mathematical calculation, or (ii) by estimating <br /> <br />the quantity of delivery by deliveries during the preceding periods <br /> <br />under similar conditions when the meter was registering accurately. <br /> <br />ARTICLE VI <br />Rates and Charges <br /> <br />Section 6.01 The Ci ty and the Authori ty recogni ze the statutory <br /> <br />and contractual duty of the Authority to fix and from time to time to <br /> <br />alter and revise the rates and charges for Water delivery services to <br /> <br />be furnished and made available to the Participants so that the revenues <br /> <br />received by the Authority therefrom will at all times be not less than <br /> <br />an amount sufficient to: <br /> <br />(a) Payor provide for the payment of all expenses (including but <br />not 1 imi ted to Operation and Maintenance Expenses) incurred <br />by the Authori ty and billed to the Authori ty by Houston in <br />producing, treating, and pumping the Water actually delivered <br />to the City: <br /> <br />(b) Pay all expenses of the Authority incurred in connection with <br />the Transmission System and Distribution System, including <br />but not limited to operation and maintenance expenses connected <br />with the Transmission System and Distribution System; and <br /> <br />(c) Payor provide for the payment of: <br /> <br />(i) <br /> <br />all of the premium, if any, <br />principal of, all Bonds when <br />become due and payable; and <br /> <br />and interest on, and the <br />and as the same shall <br /> <br />-20- <br />
