U <br />Rezone - Fratei-real Order of Eagles <br />October 30, 1987 <br />Page 2 <br />Analysis: <br />• <br />The alley of Block 149 is part of a zoning line running <br />north/south between West "A" street and West "H" street. The property <br />immediately west of this line, including the Eagles lodge hall, is <br />zoned as General commercial (G.C.). The property to the east is zoned <br />as Low Density Residential (R-1). (See attached exhibits "A & B"). <br />The R-1 property in this area is part of an established residential <br />neighborhood. There is no commercial development located on the R-1 <br />side of this zoning line. <br />Both the zoning and land use maps (exhibit "B & C) clearly <br />indicate the Master Plans intent to preserve the integrity of <br />this residential neighborhood. <br />Conclu i n• <br />As noted earlier, staff's original recommendation was to deny this <br />request based on its conflict with the City's Comprehensive i -Laster Plan <br />and by the adopted zoning and land use maps. Staff further finds no <br />change in the character or circumstance surrounding this area that <br />warrants a charge of the master plan. <br />For these reasons we stand behind our original recommendation that <br />this zone change request be denied. <br />Recommendation: <br />Denial of request. <br />RECOMMENDATION OF THE PLANNING & ZONIPIG COMIJISSION: <br />The Plann:in;; & Zoning Commission considered this request in public <br />hearin; and regular r.;eeting on November 5, 1987. The Commission <br />recommends denial of this request. <br />
