J.D. <br />ASSOCIATE <br /> <br />May 3, 1988 <br /> <br />Dear Bob: <br /> <br />I enclose preliminary draft of an ordinance establishing the golf <br />course user fees. <br /> <br />In preparing the ordinance, I have followed the recommendations of <br />the Golf Course Advisory Committee, except in the instances noted <br />below. <br /> <br />I have made two changes on the Charter membership provlslon. First, <br />I have deleted the twenty percent (20%) discount each year that <br />membership is renewed. I simply do not feel that City Council <br />should bind itself more than the first year of operation, as to <br />whether they would even want to have Charter memberships thereafter. <br />To speak of a 20% discount for the renewal of a Charter membership, <br />implies that there might be some type of contract between the City <br />and the Charter members, that the Charter memberships indeed will be <br />renewed. I feel that should be left to future City Councils. <br /> <br />Secondly, on Charter memberships, the Committee recommended that the <br />entire cost of the membership be invoiced as advertisement. When <br />you look at all of the benefits of Charter membership, the <br />advertisement function is only one, and the City Council should make <br />a fair apportionment between advertisement, which would be a <br />possible deductible business expense for a businessman user, and the <br />other benefits of Charter membership which are strictly personal. <br />Some fair apportionment should be made and stated in the ordinance. <br /> <br />The only other item which I can anticipate, which has not been <br />addressed in the ordinance, is the fee to be charged to the La Porte <br />High School Golf Team. However, this probably will not be needed <br />until school starts in September. <br /> <br />Alex Osmond and I have worked together on this ordinance, and the <br />ordinance incorporates several recommendations of his, in addition <br />to those of the committee. <br /> <br />~ery truly, <br /> <br /> <br />Knox W.
