• • <br />Golf Car Bids <br />May 17, 1988 <br />Page 2 <br />The bids by Melex U.S.A. and Associated Battery are not recommended by <br />staff for the following reasons: <br />1) The two piece seats make access to the batteries more difficult <br />2) The non-adjustable worm gear type of steering is an older type <br />that generally wears out rapidly and makes the steering quite <br />loose. <br />3) The total leaf spring suspension generally wears out faster <br />than the combination of leaf springs and shock absorbers. <br />Columbia Par Car in staff's opinion should be excluded from <br />consideration due to their warranty specifically excluding rust and <br />corrosion and 5 other exceptions which include angled bag rack, bucket <br />seats, color, suspension and tow system. <br />The bid was designed to receive three different options for the 60 <br />cars. Those options are as follows: <br />Option No. 1-was for total cash payment for the 60 cars. <br />Option No. 2-was for two payments; one covering 40 cars <br />at delivery with final payment for the <br />remaining 20 cars in eighteen months. <br />Option No. 3-was for four equal payments six months apart with <br />final payment due 18 months after delivery. <br />Option No. 3 will spread the payment of the cars over an eighteen (18) <br />month period (three fiscal years). Staff realizes this option <br />deviates from our normal "pay-as-you-go" philosophy, but since the <br />golf course is a new operation, staff's opinion is to pay for the cars <br />as they are producing revenue and thereby conserve current working <br />capital. <br />It is staff's recommendation to proceed to award bid to E-Z-Go Textron <br />for 60 golf cars and applying option No. 3 for payment in the amount <br />of $152,755.20. <br />JHA/nb <br />Attachment <br />
